Mohamed Barre

Barre is a results-oriented expert with over 20 years’ experience in international development and governance within the Horn of Africa (a dynamic social, economic and political context).

Over four years, Barre was the Senior Economic Advisor to the Office of the Prime Minister.

Prior to that, Barre managed Private Sector value chain program using market systems development (M4P) approach, Economic recovery and Governance programs.

Since September 2020, Barre is the Principal Economic Advisor, Office of the Prime Minister (two the Prime Ministers) and Economic Pillar Coordinator, Economic Cabinet sub-Committee, Federal Government of Somalia (FGS). He is responsible for the Mutual Accountability Framework (MAF) of the Somali Partnership Forum (SPF) in line with the 9th National Development Plan (NDP9). Prior to that, Barre was the Team Leader of Promoting Inclusive Markets in Somalia (PIMS), a Private Sector Market Systems Program under DAI Europe implementation funded by DFID and DANIDA. While working for UNDP, Barre spearheaded programs and management of projects.

He managed programs and projects on governance, Economic recovery, poverty reduction, environment from designing to implementation, and monitoring & evaluation. His work included private sector market developments, promoting private business and environmental strategies, policies and investment projects, vocational skills and enterprise, business advisory services, microfinance schemes and sectorial value chain analysis. On capacity building and reform programs, his achievements encompass financial management (PFM), public administration reforms; civil service commissions, civil servant institutions & training program, civil service legal framework, strategies and policies.

With expertise in strategy and research, his areas of expertise within that context include research and analysis; applying research methodologies, surveys, assessments, monitoring & evaluations of institutions, projects and programs. He holds M Sc in Economics and Finance from International Islamic University in Islamabad.
